If on a website it has Royalty Free Photos does that mean you don’t have to request permission?

You need to check the terms and conditions carefully.
Royalty free can mean a couple of things but in the main it means that the picture is purchased and can then be used for a number of purposes without paying again for different uses.
It does not mean that you can re-sell that picture and often there are clauses which prohibit commercial usage.

no it means ur not copying images they are safe to use but i dont use royalty free

Read the licence to ensure that you can use the picture royalty free in every case. Sometimes, the picture owner does not allow you to use it for commercial purposes or if you intend to resell it.

There’s some really BAD advice here. John T is right – everyone else is plain confused!
Royalty free does not mean FREE to use. It means you pay once and can use the image as often as you like. It is free of continuing royalties NOT free to use..!!
Rights Managed means you pay for the image use depending on how you are going to use it.
