   The only way to make a picture move is to either make a video or go to Hogwarts.

   If you mean zooming and panning on still images and building them into a "movie," try Photo-to-Movie from http://www.lqgraphics.com.

   Works great … at least on a Mac. I’m not sure about a PC version.

   Costs about $30.
