Use the Creative Commons search to search Flickr for photos that can be adapted for your own use or used for commercial purposes…

You can also achieve the same thing by doing a search on Flickr, then going to advanced search and tick the relevant boxes about finding Creative Commons-licensed content
If on a website it has Royalty free photos does that mean you don’t have to request permission?

You need to check the terms and conditions carefully.
Royalty free can mean a couple of things but in the main it means that the picture is purchased and can then be used for a number of purposes without paying again for different uses.
It does not mean that you can re-sell that picture and often there are clauses which prohibit commercial usage.

Does anyone know of a free site that lets you download royalty free photos?
Royalty Free does NOT mean free in the sense of you don’t have to pay anything.
There are loads of sites where you can purchase, for a minimal price, Royalty Free pictures.
There are none that I know of where you can download and use them without paying something.
